PayPal casinos in Canada: why they are rare and what to use instead

PayPal approves gambling merchants one by one and only where gambling is legal. That makes it rare at the casinos most Canadian review sites list.

Short answer

PayPal’s rules say you may not use it to send or receive payments for gambling unless the merchant has PayPal’s approval, and approved merchants must be able to block players from jurisdictions where they are not allowed. PayPal publishes no list of approved casinos or countries. In practice, offshore casinos that serve Canadians rarely offer PayPal. If one shows a PayPal button, check it carefully before paying. Interac e-Transfer, MuchBetter or MiFinity are the realistic options. Our cashier checks:.

Whatever method you use, set a deposit limit first: responsible gambling.

PayPal’s gambling policy in Canada

PayPal’s Canadian help page on gambling says users may not use PayPal to send or receive payments for gambling activities, such as casino games, sports betting, lottery and poker, unless the merchant is approved. PayPal says it allows approved gambling merchants to use its service in certain jurisdictions where gambling is legal. To be approved, a merchant has to show it can block account holders from restricted jurisdictions.

The Canadian Acceptable Use Policy (last updated November 2, 2022) lists categories that need PayPal’s pre-approval, and the user agreement with PayPal Canada Co. has its own section on restricted activities. PayPal approves merchants one at a time and doesn’t publish who is on the list.

What this means for you: a casino can only offer PayPal after PayPal itself has reviewed it. That is a meaningful filter: the operator has to pass PayPal’s review and show it can block players from places where it may not operate.

Why offshore casinos rarely offer PayPal

Most casinos that market to Canadians outside Ontario’s and Alberta’s regulated markets hold licences from other jurisdictions. Approval from PayPal depends on gambling being legal where the merchant operates and where its players are, and the merchant has to block restricted regions. Few offshore operators go through that process, so PayPal is mostly absent from their cashiers.

If you see a PayPal logo at a casino you don’t know, check two things before you pay. First, the payment should open PayPal’s own login page (paypal.com in the address bar), not a form inside the casino page. Second, the merchant name in PayPal should match the casino. A PayPal logo that leads to a card form is just a card payment.

How a PayPal deposit would work

  1. Choose PayPal in the cashier and enter the amount.
  2. Log in to PayPal in the pop-up or new tab and confirm the payment from your PayPal balance, bank account or card.
  3. The casino credits your balance once PayPal confirms.

If PayPal funds the payment from a credit card, your card issuer may treat it as a cash advance, as it would a direct card payment to a casino.

How a PayPal withdrawal would work

  1. Verify your casino account. Approved operators check ID before the first payout.
  2. Request the withdrawal to the PayPal account you deposited from. The names on both accounts must match.
  3. Once the casino approves, the money arrives in your PayPal balance, and you can transfer it to your bank.

What to use instead

  • Interac e-Transfer: bank to casino, free to send on most chequing plans, the most common method for Canadians.
  • MuchBetter: an e-wallet regulated by the UK FCA, loaded and cashed out by Interac.
  • MiFinity: an e-wallet with free Interac top-ups and a C$4 Interac cash-out fee.
  • Apple Pay: deposits only, with a debit card to avoid cash advance fees.

Questions

Can Canadians use PayPal at online casinos?

Only at casinos PayPal has approved as gambling merchants. They are rare among offshore sites; some operators registered in Ontario are reported to offer it.

Will PayPal close my account for gambling?

PayPal’s rules prohibit gambling payments to merchants it has not approved. Paying an unapproved gambling merchant through PayPal breaks those rules, and PayPal can limit accounts that break them.

Is there a list of PayPal casinos?

PayPal doesn’t publish one. The approval is per merchant, so the casino’s own cashier is the only reliable place to check.

What is the closest alternative to PayPal?

An e-wallet such as MuchBetter or MiFinity works the same way: the casino sees the wallet, not your bank. For bank-to-casino payments, Interac e-Transfer is the standard.
